Dear Mr. Gallegos,
We are writing in regards to a serious issue of police misconduct that occurred in September of this year and we believe represents an appalling pattern by the Arcata Police Department. Specifically, we are alarmed by the treatment that “Rosa”* endured as she was the victim of racial profiling and intimidation by the Arcata Police officers, subsequent to her witnessing them conducting an arrest. Her observation of the police's violent treatment of another person resulted in the officers targeting and harassing her, and arresting her without cause or due process. This woman, our friend, is a petite, middle-aged woman of color. She is well known in the community as a hardworking person and a caring mother and grandmother. Given her reputation, any circumstances that would lead to an arrest seem highly unlikely and indicate some other motive.
Humboldt County Adopts Racist "Secure Communities Program"- SECRETLY

Humboldt County, on August 10, 2010, signed onto the Secure Communities Program [S-Comm] with ICE [Immigration and Customs Enforcement], an agency of the Department of Homeland Security. The public had no say in the decision to adopt the invasive, unjust, and racist program for Humboldt County; the Board of Supervisors has not elicited public opinion about adopting this program, nor has it done anything to inform the public about it.
What is the "Secure Communities" Program? If you are booked into jail, your fingerprints are taken and forwarded to ICE. The fingerprints are crosschecked with immigration and FBI databases. ICE evaluates each fingerprint scan to see what enforcement action, if any, will be taken against you. Enforcement actions can include arrest by ICE, transfer to ICE custody and/or initiation of removal proceedings (AKA deportation).

For many Americans Arizona’s recent hate legislation, SB 1070, has ignited a firestorm of polemics, raising issues about the miserably archaic and ineffectual nature of our current federal immigration system, the scape-goating of the excessively pigmented during times of economic crisis (where have we seen that before?) and the suddenly cliché cry of state sovereignty. But as Arizona struggles to close a projected budget shortfall of nearly $ 2.6 billion both Senator Jan Brewer and some her closest aides have come under fire for their lobbyist ties to one company that stands to undoubtedly benefit from the “brown-while breathing” legislation known as SB 1070, CCA (Corrections Corporations of America). CCA, the largest private prison corporation in the country, currently operates 6 facilities within Arizona, 3 dedicated to housing inmates from Immigration Customs and Enforcement (I.C.E.).

Submitted by copwatch on Thu, 10/14/2010 - 10:19pmOn March 03, 2008 I was driving from San Francisco to San Jose after having dinner at Fuzio’s restaurant in the Castro district around 10:45 pm where I had crispy calamari linguini and water. Driving a constant speed of 60 mph on Highway 101 I notice three Highway Patrol cars one on my left side and two on my right side driving at very high speed. When I looked in the rear mirror I notice a CHP car with the lights on. I thought the officer wanted me to move lanes since I was next to the HOV lane so, I did. The officer followed me to the other lane then, I realize that I needed to stop. I WAS TARGET OF RACIAL PROFILING FOR DRIVING WHILE HISPANIC. I had EUREKA, CA license plates.

Submitted by copwatch on Fri, 08/20/2010 - 3:31pmOn the morning of August 16, 2010 at 10:20 a.m. came this wording over the scanner. "car load of Mexicans at Hwy. 162, mile marker 19". Later it turns out there were only 3 people in the car, or at least they only called in with the names of 3, who happened to be clear all the way round. It all sounds like now we are going to pull an Arizona and do racial profiling on dark skins. There was not a reason for the stop, such as no brake light, driving erratic or anything, just the 'car load of mexicans.'
The cop on the scanner is from the Mendocino County Sheriff's Department.

20 April 2010 Phoenix, AZ —Nine students and community members chained themselves to the doors of the Arizona State Capitol today in protest of SB 1070, blocking the east entrance. They are calling for a national movement to employ nonviolent civil disobedience as the next phase of the Immigrant Rights Movement.
SB 1070 passed in the Senate and is on is scheduled to be signed by Arizona Governor Jan Brewer. SB 1070 is sponsored by Russell Pearce and passed through the nation’s most extremist legislature—Arizona being the engine for all anti-migrant legislation in the country, with at least eleven states poised to follow suit, if Brewer signs this bill.
