Latest Attempt to Get Compliance from Humboldt Sheriff's With Public Records Act

This letter pertains to my June 2008 California Public Records Request, and follows my last correspondence of August 2008 regarding said Request. (I have included a courtesy copy of the August 2008 letter which was both hand delivered and delivered via certified U.S. Mail to your office.)
The Humboldt County Sheriff's Department [HCSD] has failed to comply with the California Public Records Act with regards to the June 2008 Request. Not only has the HCSD refused to provide most of the materials requested that are in its possession, but it also has 1) failed to assist me in identifying records and information that are responsive to the request or to the purpose of the request, as stated; 2) provided no descriptions as to the information technology and physical location in which the records exist, and; 3) made no effort to provide suggestions for overcoming any practical basis for denying access to the records or information sought.

In his book Friendly Fascism, author Bertram Gross argues that when fascism comes to America it will be “friendly” and lack the overt brutality of the classic varieties of German and Italian fascism.
Richard Nixon once said that average American is like a child in the family.
Nixon was merely expressing the dominant opinion of the ruling elite who consider us contemptible children in need of adult supervision. Hitler, too, considered the German people children in need of adult supervision.
For the elite, a political activist is the worst sort of unruly child, one that directly challenges the authority of the father who represents the state. In order to modify the behavior of a rebellious child the state must instill fear. It must intimidate but — as Gross noted — it must do this with a friendly face. It must uphold the pretense of “democracy.” A frog must be boiled slowly.
“No truly sophisticated proponent of repression would be stupid enough to shatter the facade of democratic institutions,” wrote Murray B. Levin.

Fascism is when the oligarchs put together enough force to enslave society in the interests of a few. It starts with fervent nationalism. Scapegoats are picked. Genocide is planned. Properties, authority and resources are seized. Territory is expanded.
THE LEADER is charismatic and backed by huge corporations. He’s an ideologue with an uncompromising belief system. He seizes power and directs the state to implement his ideas on how the world should operate. He becomes the supreme commander of the armed forces and the high court until a new election is called, if ever.
