Ex-Chief of EPD, David Douglas, and current EPD employee, Tony
Zanotti, head of the SWAT team, were indicted by a Grand Jury for the
killing of Cheri Lyn Moore in April of 2006.
Did you know???
After PUBLIC OUTRAGE AND PRESSURE over the Eureka Police
Department’s killing of Cheri Moore resulted in a
coroner’s inquest, grand jury indictments, and prosecution of
ex-Chief of Police David Douglas and SWAT’s Tony Zanotti, the
Eureka City Council decided that the PUBLIC WOULD PAY $75,000 + for
private attorney, Bill Bragg, to defend Douglas against criminal
charges of involuntary manslaughter???!!
Douglas
should fund his own defense in the same way as is expected by any
other person accused of a crime and facing criminal charges.
Not only did the Eureka City Council decide that WE would pay for
Douglas’ defense for the killing of Cheri Moore, but the Council
made the decision in CLOSED SESSION right before X-mas! And the City
Council meeting following the CLOSED SESSION decision was on Thursday
(not Tuesday, like all other City Council meetings) and was not
broadcast live... (like all other City Council meetings)!!
WE DO NOT APPROVE OF THE MURDER OF CHERI MOORE!!
WE DO NOT WANT TO PAY TO DEFEND DOUGLAS-
FOR THE MURDER OF ONE OF US.
Because the City has already retained an attorney for Mr. Douglas,
WE DEMAND THAT RELATIONSHIP BE TERMINATED.

Most often, when a person calls the county with a mental health
crisis, or if a person calls 911 for an ambulance to respond to a
medical emergency, EUREKA POLICE show up.
These so-called “welfare checks” and other police responses to
medical and mental crises result in numerous violations of peoples’
civil rights! Victims of this inappropriate response have been
killed by EPD, have had their ‘right to protection from
unreasonable search and seizure’ violated, and have been
physically abused by EPD- just for calling medical or mental help.
EPD must stop interfering and allow medical and mental health
professionals to respond. Officers must cease from using medical and
mental health crises as justification to intimidate, criminalize, and
violate the rights of people who ask for help.
WHEN WE CALL AN AMBULANCE OR FOR HELP WITH MENTAL HEALTH CRISES,
WE DO NOT WANT ARMED EPD OFFICERS TO SHOW UP AND CRIMINALIZE US!

THE EUREKA CITY COUNCIL IS NOW CONTRACTING
FOR EPD OFFICERS TO RECEIVE A 22% PAY RAISE!!
Eureka Police Dept. Officer Terry Liles
on October 23, 2006, shot 16-year old Native American Christopher
Burgess in the heart, killing him. This was 2 years after Liles
pulled Christopher (then age 13) out of sleep and brutally beat him,
fracturing the boy’s skull. Liles, on Jan 4, 2007, killed 18 year
old Zachary Cooke, by shooting him 16 times. Liles was part of
the SWAT team that killed Cheri Moore, and has likely been
responsible for other killings in the recent, seemingly endless
murder spree by local police. At least 8
EPD officers, names unknown to the public, were
recently involved in beating Martin Cotton to death (Aug.9
'07) and burning Peter Stewart alive in his home in Hoopa
(Jun.4 '07). Liles’ remorseless violence also extends into his
daily actions.
Officer Rodrigo-Reyna Sanchez
was involved in the Cheri Moore killing; he assaulted young Kat
Zimmerman on a bicycle on her way to an anti-war demo in 2005, and
continues to add to his sordid history and repertoire of abusive and
corrupt actions; many of his victims are women.
We, the public, do not want to PAY REWARDS to officers for
violent, abusive conduct.
The Council claims that a pay increase will raise EPD officers’
behavior standards.
BUT THE COUNCIL HAS TAKEN NO ACTIONS TO CURB VIOLENT, ABUSIVE
BEHAVIOR OR TO HOLD OFFICERS ACCOUNTABLE FOR IT.
While the Council wants the public to pay more to officers, the
council has made no effort to: create/support a Civilian
Police Review Board; mandate drug/steroid testing after lethal
incidents; restrict officers involved in multiple killings and
reported abuses; evaluate officers’ mental health; or take any
other action that would instill confidence in the public.
NO 22% RAISE FOR EPD
